Reseller’s customers cPanel possess a more compact group of features compared to root user, generally restricted to the server administrator, to features that they determine will affect their customers’ accounts as opposed to the server in general. From WHM, the server administrator is capable of doing maintenance procedures for example compile Apache and upgrade RPMs placed on the machine. You should have root access to login in your WHM. WHM has a lot lot more features than an ordinary cpanel. It can be access if you have a reseller’s account, vps or a dedicated server‘s account. If
I would think you need root access since WHM is designed to manage sites on the server. I know you need root to setup cPanel.
